County Executive Cassilly Signs Executive Order to Protect APG and Enhance National Security Transparency
New program strengthens coordination with APG and increases transparency in development projects involving foreign ownership.

Harford County Executive Bob Cassilly has signed an Executive Order establishing the Aberdeen Proving Ground Compatibility and Development Disclosure Program, a new initiative designed to strengthen coordination between Harford County, Aberdeen Proving Ground (APG), and federal and state partners while promoting transparency regarding foreign ownership interests associated with certain development projects.
Aberdeen Proving Ground is one of the nation’s premier military installations and serves as a global center for research, development, cybersecurity, communications, artificial intelligence, and national defense technologies. APG supports thousands of jobs and remains one of the most important economic engines in Harford County.
The Executive Order directs the Department of Planning and Zoning to obtain a certification from designated development applicants affirming that they have reviewed the applicability of federal foreign investment laws and disclosed any known actions involving the Committee on Foreign Investment in the United States (CFIUS), the federal entity responsible for reviewing transactions that may affect national security.
“Harford County has a long and proud history as a defense community and partner to Aberdeen Proving Ground,” said County Executive Bob Cassilly. “As foreign adversaries increasingly seek opportunities to gain influence over critical infrastructure and sensitive technologies, it is essential that we do everything within our authority to support our military partners and safeguard the long-term mission of APG.”
The Executive Order does not create new federal requirements or authorize the County to make national security determinations. Rather, it establishes a process to improve transparency and facilitate coordination among local, state, federal, and military stakeholders when reviewing development proposals.
“Protecting Aberdeen Proving Ground is not just an economic issue, it is a national security issue,” Cassilly said. “This Executive Order reinforces Harford County’s commitment to responsible development, infrastructure protection, and maintaining the operational integrity and future growth of one of our nation’s most important military installations.”
Under the Order, the Department of Planning and Zoning may request ownership and organizational information reasonably related to development review, infrastructure planning, public safety, and military compatibility considerations. The Department will also be authorized to coordinate with APG, the Maryland Military Installation Council, and other governmental entities as permitted by law.
The Executive Order takes effect immediately.
