Should Harford County Have Term Limits? County Exec Says "Yes"

HARFORD COUNTY, MD — Harford County Executive Barry Glassman announced Wednesday that he is proposing term limits for members of the County Council. The county executive is proposing council members in Harford County be limited to two terms.

No term limits exist for Harford County Council members at the moment, who serve four-year terms.

Glassman said he drafted and submitted legislation to the council calling for a two-term limit.

“I have been contacted by many constituents requesting that we place term limits for council members on the ballot in November 2022,” Glassman said in a statement. “In fact, I have always supported term limits and actually supported an effort many years ago when I served on the council as a way to include more citizens in public service.”

Glassman, who sent the legislation to the council Sept. 8, reported Wednesday that it was awaiting co-sponsors.

If approved by the council, the question could appear on the November 2022 ballot.

The proposed legislation contains a provision that council members could serve two consecutive terms, then serve as council president for up to two additional terms, since the president is elected by countywide race versus by district.

The two-term limit would begin with all council members elected in 2022.
