Rachel Morin's Brother Says Her Killer's 'Hunting Ground' Is Nationwide

BEL AIR, MD — Rachel Morin's killer remains on the loose and his "hunting ground" is the entire nation, Morin's brother Michael Morin said in an interview Friday on "Dan Abrams Live." Authorities have said they believe a serial killer is responsible for Morin's death.

Michael Morin emphasized in that interview the importance of quickly identifying the man investigators believe killed mom of five Rachel Morin in early August. Her violently assaulted body was found near the Ma and Pa Trail in Bel Air.

Morin's boyfriend, Richard Tobin, reported her missing when she didn't return from her walk on the trail.

“I wasn’t able to save my sister, but if we get this video out there and we get this guy’s name, we can save the next poor victim of this guy," Michael Morin told Abrams. “I mean, the heinous crime that happened in Los Angeles, and then what happened here, you know, the brutal murder of my sister in Bel Air, that’s 2,700 miles. So essentially, that makes his hunting ground national. So I’m sure that’s making it more difficult for law enforcement, as well.”

According to investigators, the suspect is a Hispanic man in his early to mid-20s and estimated to be 5’9" and weighing around 160 pounds.

Abrams said in the interview that once investigators had DNA from Morin's crime scene that matched DNA pulled from a crime scene involving the March 2023 sexual assault of a child in Los Angeles, along with a doorbell video procured from that LA home of the man leaving, that it would be just a couple of days before he'd be reporting on an arrest. He added, "I didn't think it would take all this time."

"Any time we hear a news story with video and DNA, we think it's over and we'll have the guy immediately. The problem is, we don't have a name to attach to that photo or video," said attorney Randolph Rice, legal representative for the Morin family and managing partner of Rice, Murtha and Psoras.

Rice's firm has created a digital campaign in Spanish that has been blasted out in that community in the hopes of finding Morin's killer. Rice said ads with the suspect’s photo and information in Spanish will run in 30 online news publications. Her family has vowed to not let the case grow cold and are also working with a criminal profiler.

“What the sheriff had said, you know, they all believe that … he is a serial killer, and then he will kill again. That’s a scary thing,” Michael Morin said.

Abrams emphasized that someone out there knows who the killer is.

"They're maybe protecting him. We'll get to the bottom of this," Abrams said.

The criminal profiler who is working pro bono with the Morin family, Pat Brown, has compiled a list of the perpetrator's presumed characteristics, describing him as a psychopath who likely has ties to the area.

Michael Morin described his sister during the interview as a hard-working woman who loved her children.

"She was a beautiful mother, a great mother. Her kids were her life. Running on the trail was time for her to decompress because she was very busy taking care of her five children. At some point, she had two jobs. She's just a great mother and a great sister," Morin said.

Harford County Sheriff Jeffrey Gahler said hundreds of tips have come in from the area and other countries, and investigators have followed leads to other states. But so far, no arrests have been made. Her killer remains at large and likely will strike again, authorities note.

"We haven't given up hope that we'll find the killer, and neither should you. Look at the video. Share the video. Someone out there knows who this suspect is. We need this photo in front of that person. Keep sending in your tips," Gahler said at a previously held news conference.

Gahler has publicly stated that he believes the suspect could be a serial killer.

"My concern is that this killer is escalating. My investigators and I both firmly believe that if we do not apprehend this individual, he will again, if he has not done so already. And, if given the chance, he certainly could become a serial killer," Gahler said. "Until he is in custody, this suspect poses a threat to every community in our country and maybe outside," he said.

On Saturday, a second canvassing was held in Bel Air at the Ma and Pa Trail in the hopes of generating more tips about the suspect. Fliers were made available in English and Spanish and a map was created that displayed different territories.

"We had become aware that a lot of members of the Hispanic community might not be watching television in English and they may not know a crime was committed. Last time we went canvassing we spoke to some individuals who spoke Spanish and they didn't know what was going on. So we just want to make sure every single person in the area is aware of everything that is going on and know that there is a suspect out there and he is a danger to the community," Shannon Morin, Rachel's sister-in-law, told WMAR.

Morin's sister Rebekah Morin told WMAR the family will not stop until the suspect is caught.

"If you have any type of inkling of who this might be, please call or send an email to the Harford County Sheriff's Office. I don't care if they send me a message on Facebook, if they don't want to deal with police. Any tip I will forward it myself if I have to. The main thing is finding this guy and getting him off the street before somebody else's family is destroyed," Rebekah Morin said.

The sheriff encouraged people to continue sharing the video of the suspect and continue sending legitimate tips to rmtips@harfordsheriff.org. Metro Crime Stoppers has offered a $2,000 reward for information leading to an arrest. The Harford County Sheriff's Office has added $8,000, bumping the reward up to $10,000.
