Naughty Dogs Assault: 4 Charged, Harford Sheriff Says
Four people have been charged in connection with the assault that hospitalized two people.

BEL AIR, MD — Four men have been charged in connection with an assault at Naughty Dogs Pub & Grill in Bel Air that happened more than two weeks ago, authorities said Tuesday. Two men were hospitalized as a result of the assault, and both are expected to be OK, police reported. One of those charged is a Havre de Grace police officer.
Authorities said the charges stemmed from an incident that occurred in the parking lot of the restaurant in the 2300 block of Churchville Road, where a group had gathered before 2:30 a.m. on Sunday, Aug. 23. Deputies were called to the area for a man who was unconscious, and they said they found two 23-year-old men who had been injured in an assault.
Both were hospitalized, where they were treated for injuries that were not life-threatening. Both have since been released, the sheriff's office reported Tuesday.

One had the back of his head stapled shut and was treated for a fractured eye socket, jaw and nose at Johns Hopkins Bayview Medical Center, according to The Aegis, while the other received nine stitches at Upper Chesapeake Medical Center for a cut above his eye.
"With help from community tips and shares of our social media request for help, detectives were able to quickly identify and charge four individuals," the Harford County Sheriff's Office said.

Zachary Onesty, 24, whose has a Finksburg address, and Kyle Barkley, 22, of the 100 block of Ferry Lane in Bel Air, have been charged with first- and second-degree assault and conspiracy to commit first- and second-degree assault, according to sheriff's office. Both are being held without bail at the Harford County Detention Center after a bail review hearing Tuesday.
Phillip Paciocco, 26, of the 1200 block of Bancroft Court in Bel Air, and Adam Bartlett, 23, of the 700 block of Chestnut Hill Road in Forest Hill, have been charged with second-degree assault and conspiracy to commit first and second-degree assault, court records show. Since Paciocco and Bartlett were charged by criminal summons through the District Court of Maryland, they were not taken to the detention center. As a result, the sheriff's office said they do not have booking photos.
Paciocco was a Havre de Grace police officer, according to the Havre de Grace Police Department, which reports it was notified he was being investigated as of Thursday, Aug. 27. Police said he has been suspended of his police duties until the investigation has concluded.
According to charging documents obtained by The Aegis, Paciocco was seen on security footage during the assault punching one of the victims and yelling that he was going to kill him, and after he was pried off the victim, he said repeatedly: "I am your nightmare."
At other times, the off-duty officer reportedly ordered Onesty and Barkley — who had been kicking, punching and stomping the man — to stop.
The assault began after another man offered a group in the parking lot at Naughty Dogs $20 for a ride home, according to the charging documents, which said he was later treated for a cut above his eye. A man who tried to break up the fight reportedly received the brunt of the assault.
