Police Ask Shoplifting Victims To Contact Them

A "prolific" shoplifter has been arrested and police ask anyone who may have been a target of her actions to contact them.

ABINGDON, MD — Police are searching for a woman they say is a "prolific" shoplifter who has stolen more than $5,000 in merchandise from stores across Harford County.

Jessica Hubbard of Abingdon has been suspected of shoplifting $5,000 worth of merchandise from October to December of 2025. In 2024 and 2025, Hubbard had been arrested or charged with 10 different counts of theft.

"Often times, when our deputies arrested Jessica, she would be released with minimal or no bail required at all. Of the multiple times our deputies charged her following an investigation, often only a summons would be issued for her court dates," Abingdon Police reported.

After months of multiple thefts, multiple victims, multiple investigations and investigations, Abingdon deputies charged Hubbard with organized retail theft scheme, along with other charges. An arrest warrant was issued and on Jan. 24, Hubbard was arrested. She remains at the Detention Center with no bond.

Any business owner or operator who suspects that they may have been targeted in a theft by Hubbard is asked to contact Detective Wuncsh at the Southern Precinct at 410-612-1717.
