Baltimore County Man Charged with Murder 6 Years After Girlfriend Disappears

The boyfriend of a missing woman was indicted on a murder charge; her body has not been found, police said.

WINDSOR MILL, MD — A Windsor Mill man has been charged in the 2010 murder of a missing woman, according to the Baltimore County Police Department.

Travis Eugene Elleby, 30, was indicted by a grand jury last week for first-degree murder in the death of Cherice Ragins, police said.

Ragins was 24 years old when she left her home in the 3600 block of North Rogers Avenue in Gwynn Oak to go to Elleby's house in the 2500 block of Cheshaire Drive in Windsor Mill, police said.

That was on Feb. 19, 2010, and when Ragins had not contacted her mother or returned home by Feb. 24, 2010, the woman reported her daughter missing, according to officials. Ragins was reportedly last seen Feb. 20, 2010, on Rolling Road at US 40 in Catonsville.

Her body was never found, according to police.

"Investigation led detectives to determine that ... Elleby murdered Ragins and disposed of her body," police said in a statement.

When the case was presented to a grand jury on Sept. 7, 2016, Elleby was indicted for first-degree murder, and he is being held at the Baltimore County Detention Center, police reported.
