Rascal the cat

Does anyone know who owns Rascal the cat?  He is a big grey cat who roams free around the neighborhood in the area of Sebring Drive and Owen Brown Road.  I believe he lives on Sebring Drive.  He comes into my yard and defecates almost every day and he kills the small animals and birds in my yard.
