"To reduce the risk of vehicle theft, the Maryland Motor Vehicle Administration encourages residents to keep their vehicle doors locked and their valuables out of sight. To discourage theft, handicap placards should be hidden when the vehicle is parked. It is also required that motorists and passengers have a copy of their medical certification whenever they use the placard or plates."
