School Start Times Up For Debate At Howard County Public School System
The public is invited to weigh in on school start times for the Howard County Public School System at two meetings in January.
HOWARD COUNTY, MD — Individuals are invited to weigh in on the decision about shifting school start times for the 2023-2024 school year.
The Howard County Board of Education has scheduled public hearings on Jan. 17 and Jan. 26. Both hearings will begin at 7 p.m. and community members wanting to testify at public hearings must pre-register online.
Individuals may also submit written testimony via USPS mail (Board of Education, 10910 Clarksville Pike, Ellicott City, MD 21042) or via email to starttimes@hcpss.org.

The board will hold public work sessions on Jan. 19 and Feb. 15. Members of the community can watch work sessions online or in person but are not allowed to participate. The board will make a final decision on whether to change school start times for the 2023-2024 school year on Feb. 23.

- Tier 1: HS/MS 8:00 AM – 2:45 PM
- Tier 2: MS 8:40 AM – 3:25 PM / ES 8:40 AM – 3:10 PM
- Tier 3: ES 9:15 AM – 3:45 PM
Alternative School Bell Times Option
- Tier 1: ES 8:00 AM – 2:30 PM
- Tier 2: MS 8:40 AM – 3:25 PM / ES 8:40 AM – 3:10 PM
- Tier 3: HS/MS 9:15 AM – 4:00 PM
