3 Carroll County Road Projects Coming Up

State Highway Administration invites citizens to get informed at meetings about Westminster, Finksburg, New Windsor work.

The Maryland State Highway Administration (SHA) issued the following statement.

This month, SHA is hosting public informational meetings about three roadway projects under design in Carroll County.

MD 140 Eastbound at Kays Mill Road Informational Meeting

  • Tuesday, Oct. 21, 7 to 8:30 p.m. (No formal presentation; arrive anytime.)
  • Sandymount Elementary School – Cafeteria, 2222 Old Westminster Pike, Finksburg, MD 21048
  • SHA is adding an acceleration lane to benefit motorists traveling from Kays Mill Road onto eastbound MD 140 in Finksburg. During construction, which is scheduled to begin next year, Kays Mill Road will be closed at MD 140 and a detour will be established. The informational meeting will acquaint members of the public with the project, and SHA representatives will be available to answer project-related questions.

  • Runnymeade Elementary - Cafeteria, 3000 Langdon Drive, Westminster, 21158
  • SHA is developing plans to widen MD 140 at its intersection with Pleasant Valley Road South next year. The project, which will extend approximately 1,600 feet, will include installation of right-turn lanes, acceleration lanes, and left-turn lanes along MD 140 in both directions. The informational meeting will acquaint members of the public with the project, and SHA representatives will be available to answer project-related questions.

MD 31 - New Windsor Community Safety and Enhancement Project

  • Thursday, Oct. 30, 6 to 8 p.m. (A presentation will begin at 6:15 p.m.)
  • New Windsor Fire Department, 101 High Street, New Windsor, MD 21776
  • Improvements are planned along MD 31 (New Windsor Road) from the intersection of Church Street west along Main Street and ending at the intersection of High Street and Lambert Avenue. This is the first public meeting with the community. The planned improvements include road resurfacing, new sidewalk construction and upgrades to existing sidewalk to ensure Americans with Disabilities Act (ADA) compliance. The project also includes relocation of Springdale Road to the existing intersection of MD 31 (New Windsor Road) and Church Street, construction of a one-lane roundabout, drainage improvements, and landscaping.
  • The project is funded for design only and not currently funded for construction. A presentation about the project background and proposed improvements will begin at 6:15 p.m. Following the presentation, attendees will be able to view the displays at their own pace and share their project-related comments and safety/mobility concerns with SHA representatives.
