CCACC Welcomes Its New Board of Directors

Board Member Introduction Series, Part I

The Chinese Culture and Community Service Center (CCACC) is pleased to announce its new Board of Directors. The 15-member board brings together professionals with diverse backgrounds in technology, business management, scientific research, public service, and community engagement.

New and returning board members will work together to support CCACC’s continued growth and strengthen its service to the Greater Washington community.

For many years, CCACC has provided a wide range of programs and services, including adult day healthcare, home care, health and wellness, education, sports, community programs, and cultural activities. As community needs continue to evolve, the new Board will work closely with CCACC’s management team, staff, and volunteers to strengthen organizational governance, encourage innovation, and expand community partnerships.

This Board Member Introduction Series will introduce members of the new Board and highlight their professional backgrounds, community service, and vision for CCACC.

In Part I, we introduce Board Chair Chang Zhao, Vice Chair Timothy Chi, and two new Board members, Dr. Rose Maria Li and Dr. Hua He. Dr. Li and Dr. He were also elected as officers of the Board, serving as Treasurer and Secretary, respectively.

Board Chair: Chang Zhao

Chang Zhao has extensive experience in scientific research, information technology, and business management. She currently serves as Vice President of a technology company, overseeing science and IT operations with more than 200 employees and annual contracts exceeding $30 million.

Ms. Zhao has also been actively involved in nonprofit and community service for many years. Since first joining the CCACC Board in 2014, she has served as a Board member, Vice Chair from 2016 to 2018, and Chair from 2018 to 2020. She later served as a Senior Advisor and returned to the Board in 2022. She was elected Vice Chair again in 2024 and, in 2026, was elected Chair for a second time.

As Chair, Ms. Zhao looks forward to working with the Board, management team, staff, and volunteers to strengthen governance, promote innovation, expand community partnerships, and develop the next generation of volunteers and community leaders.

Vice Chair: Timothy Chi

Timothy Chi is an experienced board director, business executive, and serial entrepreneur with more than 25 years of leadership experience in online marketplaces and digital platforms.

He is the co-founder and former CEO of WeddingWire and previously served as CEO of The Knot Worldwide. Before founding WeddingWire, he was also involved in the founding of education technology company Blackboard Inc.

Mr. Chi has been recognized as an EY Entrepreneur of the Year in the Mid-Atlantic region and as a “Tech Titan” by Washingtonian. He earned a bachelor’s degree in Operations Research and Industrial Engineering from Cornell University and a master’s degree in Engineering Management from Tufts University.

His experience in corporate governance, entrepreneurship, strategic development, and organizational management will bring valuable perspectives to CCACC’s Board and long-term development.

Treasurer: Dr. Rose Maria Li

Dr. Rose Maria Li joins the CCACC Board for the first time and has been elected Treasurer. She is President and CEO of Rose Li and Associates (RLA), a Maryland-based research management and scientific consulting firm that works with government agencies, universities, foundations, and nonprofit organizations.

Before founding RLA in 2003, Dr. Li spent nearly a decade at the National Institutes of Health (NIH) in leadership positions. She holds degrees from the University of Chicago and Princeton University and completed postdoctoral research at the University of Michigan.

Community service has long been an important part of Dr. Li’s work. She has served in leadership roles with organizations and public bodies in Maryland, including the Maryland Commission on Aging and the Maryland State Board of Education.

As a first-generation Chinese American, Dr. Li values the preservation and continuation of Chinese culture. She looks forward to bringing her experience in nonprofit governance, strategic planning, organizational development, fundraising, communications, and partnership building to CCACC.

Secretary: Dr. Hua He

Dr. Hua He also joins the CCACC Board for the first time and has been elected Secretary. He currently serves as an engineering program manager with the U.S. Department of Transportation, where his work focuses on noise research and related technical standards and regulations.

Dr. He earned his Ph.D. in Acoustics from the Massachusetts Institute of Technology (MIT) in 1996. He previously worked at Boeing and General Motors before joining the federal government in 2006.

Dr. He has also been actively involved in community and public service. His experience includes serving on the City of Rockville Traffic and Transportation Commission, the Carter Hills Homeowners Association Board, and a chapter board of the Federal Asian Pacific American Council (FAPAC) at the U.S. Department of Transportation.

As a CCACC Board member and Secretary, Dr. He looks forward to contributing his experience in engineering management, public service, and community engagement to strengthen CCACC’s programs, partnerships, and community impact.
