Community Holds Vigil For Father Of 5 Killed In MoCo Crash

GERMANTOWN, MD — Multiple community members came together late Sunday for a vigil honoring William Vance Payne II, the father of five who was killed in a car crash.

The vigil was held near the site of the Aug. 4 crash, along the intersection of Great Seneca Highway and Clopper Road in Germantown.

"I didn't know him personally. He wasn't my friend or a member of my family. He was simply my neighbor. And that should be enough," read a Facebook post by Yuki Nakandakari, who organized the Sunday vigil.

One of the individuals who attended the event was Angela Klinkhammer, Payne's sister, WUSA9 reported.

"Having to come back under these conditions is terrible," she told the outlet. "But I wanted to make sure I came and visited the place where he took his last breath and just know he was so loved."

The fatal crash took place Aug. 4 as Payne was driving to work at the National Institute of Standards and Technology in Gaithersburg. He'd been driving into Montgomery County from Berryville, Virginia.

Authorities said Payne was pronounced dead at the scene after his car had been hit by a stolen vehicle being driven by a 13-year-old boy.

A total of seven children between the ages of 12 and 15 were inside the stolen car. All were hospitalized, with two of the kids listed in critical but stable condition.

No charges have been announced in the case to date.

An investigation into the crash remains ongoing.
