Neighbors describe shattered windows, repeated targeting, and fear for their safety as police detail several August and September incidents tied to the same man.
   

• KBR's Mission Technology Solutions spinoff awarded $1.1B NOAA contract (energycapitalhtx.com) — A major NOAA National Weather Service program to gather commercial weather data will be managed in Greenbelt under a new contract worth up to $1.1 billion.
