Resolution Introduced on Bayview Drive Traffic Pattern

Residents prefer to keep traffic one-way from MD Route 155 to Bayview Drive, rather than closing the side street at the intersection with MD Route 155.

The Havre de Grace City Council sided with the residents of the Bayview Drive area by introducing of a resolution affecting the traffic pattern in the neighborhood.

Rather than closing Bayview Drive at its intersection with MD Route 155, the resolution introduced at  allows Bayview Drive to be a one-way street near MD Route 155.

Traffic can access Bayview Drive from MD Route 155, but motorists would not to be permitted to access MD Route 155 from Bayview Drive due to reduced visibility to the traffic on the state road. Traffic often exceeds the speed limit coming down the gradual decline on MD Route 155, and reaction time for drivers turning onto MD Route 155 is less than 1.5 seconds, according to studies.

The resoultion introduced Monday was supported by a 6-0 vote. A second reading on the resolution is likely to be held at the next City Council meeting, scheduled for Aug. 1.

A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF HAVRE DE GRACE PURSUANT TO ARTICLE 23A OF THE ANNOTATED CODE OF MARYLAND, THE HAVRE DE GRACE CITY CHARTER SECTION 34 AND THE HAVRE DE GRACE CITY CODE CHAPTER 190 SECTION 190-2B.  TO ESTABLISH A PERMANENT ONE-WAY STREET.

WHEREAS, the City street known as Bayview Drive in the block between Maryland Route 155 and the entrance to the apartments that sit on the corner of Bayview Drive and Maryland Route 155 will be temporarily made a one-way street to prevent north bound traffic on Bayview Drive from entering onto Maryland Route 155 during road construction on Maryland Route 155;

WHEREAS, the road construction on Maryland Route 155 should be complete in the next 90 days, and the State Highway Administration has required that Bayview Drive in this block be made a permanent one-way street to prevent north bound traffic on Bayview Drive from entering Maryland Route 155;

WHEREAS, the City has conducted a survey of the neighborhood and has confirmed overwhelming support for such a permanent change to this block of Bayview Drive;

WHEREAS, the City has determined that a permanent change restricting such traffic onto Maryland Route 155 will promote the health and safety of the citizens residing along this block of Bayview Drive;

NOW THEREFORE, it is resolved and determined by the Mayor and City Council:

  1. That the block of Bayview Drive between Maryland Route 155 and the apartment entrance for the apartments that sit on the corner of Bayview Drive and Maryland Route 155 shall be a permanent one-way street to prevent north bound traffic on Bayview Drive from entering Maryland Route 155.
  1. The Chief of Police in conjunction with the Director of DPW is authorized to place the appropriate signage along Bayview Drive to designate that portion of Bayview Drive that shall be one-way to prevent north bound traffic on Bayview Drive from entering Maryland Route 155, while allowing the local traffic along Bayview Drive to exit Bayview Drive southbound towards Martin and Maryland Avenues.
