New Footage Captures Chaotic Severn Carjacking Confrontation

SEVERN, MD — Newly released body camera footage is giving fresh insight into a carjacking incident that injured an Anne Arundel County police officer in early May.

The case dates back to May 7, when officers were first called to the area of N. Crain Highway and 11th Avenue in Glen Burnie for a hit-and-run.

Police responded to the scene shortly after 9 p.m. and found that 28-year-old Crownsville resident Jasmine Cooper had crashed her vehicle and then proceeded to take the car of a relative who arrived at the scene to help her.

The carjacked vehicle was later tracked down to the 8500 block of Pioneer Drive in Severn.

Video released Monday by the Anne Arundel County Police Department picks up as several officers have Cooper cornered in a Severn neighborhood.

Cooper can be seen ignoring several orders by officers before she suddenly floors the car after an officer places a device near the vehicle.

The Crownsville resident not only hit an officer when speeding away, but she also struck two patrol cars and a civilian vehicle. It was during this moment that two officers — Corporal L. Hylton and Officer N. Watson — fired their weapons.

The body camera footage jumps from the neighborhood confrontation to the moment that Cooper is placed in handcuffs and treated for a gunshot injury.

Cooper was taken into police custody as she attempted to carjack a second vehicle after crashing her relative's car near the intersection of Reece and Telegraph roads.

She is facing charges of carjacking, attempted carjacking, reckless endangerment, and first- and second-degree assault, among other offenses.
