Deadly Target Parking Lot Crash: Owings Mills Teen Charged

Police have identified the driver in the crash that killed an Owings Mills woman and injured a baby outside Target in the parking lot.

OWINGS MILLS, MD — The driver who hit and killed a grandmother holding a baby outside the Owings Mills Target over the weekend was cited and released on her own recognizance, police said. The investigation into the crash is ongoing, and additional charges may be filed.

Kishiya Lashawn Powell, 18, of the 1100 block of Silentglade Road in Owings Mills, is charged with one count of driving a motor vehicle without required license and authorization.

The charge was related to a crash with injuries.

Authorities were called to the crash in the 11000 block of Reisterstown Road around 10 p.m. on Saturday, June 29.

Ravinder Rao, 67, of Grist Stone Way in Owings Mills, had just gotten out of her 2010 Nissan Sentra when her car was hit — and then she was hit — by Powell's 2014 Nissan Altima that was pulling away from the Target store, police said.

When Rao was hit, she fell to the ground in the parking lot, and her baby granddaughter also fell, officials reported.

Rao was completely trapped underneath the vehicle, according to the Reisterstown Volunteer Fire Company, which had to lift the car off of her.

She was pronounced deceased at the scene, police reported.

Her 11-month-old granddaughter was taken to a local hospital, where authorities said Sunday she was in good condition. The baby had been released from the hospital by Monday, July 1, The Baltimore Sun reported.

Powell is slated to appear in Baltimore County District Court Sept. 3 for the traffic citation, court records show. In the meantime, police said the investigation continues.

"Once the investigation is completed, crash investigators will review the case with the Baltimore County State’s Attorney’s Office for any additional charges," the Baltimore County Police Department said in a statement on Monday, July 1.
