New Development Proposed on Dolfield, Red Run Boulevards
St. John Properties and Merritt Properties will propose re-zoning land from industrial to commercial use.

More re-zoning and more commercial development may be slated for Owings Mills, albeit on a smaller scale than at the old factory.
St. John Properties, which owns The Dolfield Business Park, is proposing the front of the property facing Dolfield Boulevard be re-zoned from industrial to commercial use, said Patricia A. Malone, an attorney representing St. John.
The developer hopes to create a commercial front that may include tenants like a dry cleaner or quick-stop restaurants.

Meanwhile, Merritt Properties LLC, is proposing re-zoning its property at Red Run Boulevard and Dolfield Boulevard for commercial use as well, Malone said.
The proposals were announced at Monday's meeting of the Reisterstown-Owings Mills-Glyndon Coordinating Council, where about 30 people heard the developers' plans.

Malone said the re-zoning and potential development was meant to stimulate interest in the office space on Red Run Boulevard and Dolfield Boulevard.
"They think it strengthens their parks," Malone said. "People don't want to have to drive to lunch."
George Harman, the ROG Coordinating Council president, admitted to a traffic dichotomy concerning the projects.
On the one hand, additional amenities might increase vehicle traffic in the morning and afternoon, to and from offices in the corridor. On the other, traffic the rest of the day could decrease if restaurants and other services are within walking distance for office workers.
As for what competition the developments may create for the Big Three projects in Owings Mills-the proposed Foundry Row, the proposed mall development and Metro Centre-Malone said whatever happened on Dolfield and Red Run should not impact other development.
"We don't feel like there's any connection" to the other projects, she said.
