Fifth District Councilman David Marks, a Republican who represents the Carney and Loch Raven areas (among others, including Towson and Perry Hall), was on WBAL Radio this afternoon to speak about the issue of in-state tuition for illegal immigrants.
Marks has signed the petition to put a referendum on in-state college tuition for the children of illegal immigrants on the 2012 ballot.
