Councilman David Marks Releases April Newsletter

The newsletter highlights events, issues and proposed legislation throughout District 5.

Each month County Councilman David Marks releases a monthly newsletter to constituents via email.

The April newsletter included the following message from Marks:

Every ten years, the Baltimore County Council is required to change the boundaries of the seven Council districts. This adjustment is driven by the results of the U.S. Census.

The Fifth District, which I represent, stretches from Charles Street east to the Harford County line. It is the most populous of the seven districts. It will need to shrink so it becomes roughly equal with the other districts.

Under the process adopted by the voters in 2002, the County Council selects a five-
member panel to review the Census count and recommend a new map. The deadline for the preliminary map is July. The County Council will review the proposal and vote on a final map this fall. The charter language makes it very clear that “the plan shall provide for councilmanic districts that are compact, contiguous, and substantially equal in population, and in which due regard is given to current natural, geographic, and community boundaries.”

If you are interested in testifying to the redistricting committee, the meeting in Towson will be on Tuesday, April 12 at 7 p.m. in the council chambers in the Old Courthouse.
