Detention Center Worker Charged In Rape Of 13-Year-Old: Police

Police allege a worker at the Baltimore County Detention Center was found naked in bed with a 13-year-old. He faces five charges.

BALTIMORE COUNTY, MD — A Parkville man who works for the Baltimore County Detention Center has been charged with multiple counts of rape after a neighbor found him in bed with a 13-year-old, according to police. The discovery came after the neighbor saw the young person go into the home and thinking it was being burglarized, went over to assist the homeowner with a search for the suspect.

Instead, he said he found the man who rents a room in the residence naked in bed with a 13-year-old child, according to police, who said he left the premises and called authorities.

Thomas Michael Mannion Jr., 45, of the 100 block of Bourbon Court in Parkville, has been charged with sex offenses, including rape.

Police said Mannion initially denied the accusation by the neighbor, who said he saw a youth go into the residence through a sliding glass door behind the house before 6 p.m. on Monday, May 6, and went next door to alert and assist the homeowner.

Based on the preliminary investigation, investigators believe it was the second time that Mannion had sex with the juvenile; the first time was earlier in 2019.

Mannion, who works at the Baltimore County Detention Center, has been charged with the following offenses:

  • Two counts of first-degree rape (one on May 6 and another sometime from Jan. 1 to Feb. 14)
  • Two counts of second-degree rape (one on May 6 and another from Jan. 1 to Feb. 14)
  • Filming a minor engaged in a sex act

Mannion is being held without bail pending trial.
