Man Arrested On Sex Charges, Police Search For More Victims

PERRY HALL, MD – A Perry Hall man has been charged with multiple sexual offenses, including second-degree rape, as Baltimore County Police search for additional victims.

Police arrested Albert Chang Peal, 52, of the 9000 block of Naygall Road on Tuesday, according to a news release posted on the police department's website. He is charged with various degree of rape, sex offense and videoing without permission, stemming from an incident that was reported on March 5. He was initially held on no bail status and was released Wednesday on his own recognizance.

The victim in the March 5 case was known to Peal, as she worked at an established he often visited. Peal offered to drive the woman home after she had been drinking at a local club but instead drove her to his home, where he took advantage of her level of intoxication and recorded the incident without her knowing, according to police.

The investigation into this incident led to the discovery of a second victim, who had not reported the incident to police. Detectives contacted the second victim on April 2.

Detectives believe there are additional women who have been victimized by Peal and they hope those women will reach out to detectives with information.

The Baltimore County Police Special Victims Unit is asking anyone who may have had a similar encounter with Peal to contact detectives by calling 410-307-2020.
