UPDATE (3:19 p.m.)—Multiple signal outages near Honeygo Boulevard and Maryland Route 43 in the Perry Hall-White Marsh area disrupted traffic Monday afternoon, officials said.
"We encourage drivers to exercise a heightened sense of caution when traveling through intersections," said Charles Gischlar, a State Highway Administration spokesperson. "People are told to treat an intersection without a light as a four-way, but we always advise people on side streets not to assume someone will stop."

Gischlar confirmed that police had begun directing traffic at intersections by 3 p.m.
At about 1:45 p.m. Monday, drivers reported that the White Marsh Boulevard traffic signal was not functioning and had begun disrupting traffic. Maintenance crews were called to the scene, said Kellie Boulware, an SHA spokesperson.
The major intersection provides access to Interstate 95 and Interstate 695, as well as several commercial properties, ranging from Glenn L. Martin Airport to The Avenue at White Marsh and White Marsh Mall.
The signal outage was likely related to a power outage in surrounding neighborhoods and commercial areas, said Linda Foy, a Baltimore Gas and Electric Co. spokesperson.
More than 1,000 customers had lost power Monday afternoon. Investigators believe it was caused by a contractor not working for BGE who interfered with an underground wire, Foy said.
