Charges Filed After 'Upskirt' Photo at Court Office

Police say a Montgomery County court commissioner used his cell phone to take pictures under a woman's skirt in his office.

A Montgomery County district court commissioner has been charged with taking an up-skirt photo of a woman who works in the county prosecutor’s office, reports WUSA.

District Court Commissioner Israel Mangroo, 31, of Frederick, has been charged with visual surveillance with prurient intent and misconduct in office, according to Maryland online court records.

Montgomery County Police say on Nov. 21 Mangroo allegedly asked the victim, an employee in the Montgomery County State’s Attorney’s Office, to come to his office to clarify something on his computer.

While the woman was looking at the computer monitor, Mangroo allegedly took the photo on his cell phone. The victim reports seeing a flash or shutter movement from the phone, says CBS Baltimore.

Mangroo’s trial is set for Jan. 28.

He has been fired from his job, according to Montgomery County Police.
