Where Most Speed Camera Tickets in Montgomery County Are Issued
Find the location of every speed camera in Montgomery County, and which cameras issue the most tickets, totaling $20 million.
ROCKVILLE, MD — Drivers often hate them, while residents see them as a way to keep lead-foot drivers from zipping through school zones. In fiscal year 2015, the dozens of speed cameras stationed around Montgomery County brought in $20.3 million in revenue.
The top 10 locations around the area that issued the most speeding tickets, 34 percent of all tickets issued, are located in Bethesda, Chevy Chase, Damascus, Kensington, Olney and Silver Spring.
The fine for a ticket from a speed camera is $40; the civil citation does not deduct points from a driver's license.

After expenses, the county cleared about $10.2 million from the cameras.

According to Montgomery County, 34 speed cameras are used in more than 300 location, along with four portable camera units, five mobile (van) units, and 38 pole-mounted cameras.
Montgomery County’s automated speed enforcement program, Safe Speed, enforces speed limits in residential areas with a speed limit of 35 mph or less and in school zones with any speed limit.
- Speed cameras function 24 hrs per day/7 days a week except in school zones.
- Vehicles traveling 12 miles per hour above the speed limit are issued citations.
- Registered owner of vehicle receives a $40.00 civil citation.
- No points will be issued against the vehicle owner’s driving record

Process for the selection of locations for placement of Safe Speed Camera
The Montgomery County Police Department’s Safe Speed program has incorporated the following methodology for selecting locations for enforcement:
Roads where cameras are placed follow Maryland state law, which restricts their placement to:
- Residential roads with a speed limit of 35 miles per hour or less
- School zones
Factors in selecting locations for Safe Speed cameras includes requests from citizens, homeowners associations (HOA), legislatures, County Council members, and traffic officers as well as recurring problems, collisions, and other contributing factors (such as speeding, site surveys, and pedestrian proximity); community and environmental concerns such as location features (churches/synagogues, schools, public facilities, etc.), and pedestrian activity.
Once a potential site has been evaluated, the county says a visit is made that may include a review of:
- Residential, school zone, or commercial location
- Roadway grade (curve, hill, straight).
- Proper signage (Is the speed limit posted , are there signs noting a change in speed limit, are there photo-enforced signs posted, etc?).
- CAB-TI – Evaluates/considers these factors:
- Crash endangerment – number of crashes in the designated area
- Speed endangerment – Metro counts, etc.
- Environmental factors – areas where the equipment can be safely set up and operated
- Traffic-volume metrics – total number of vehicles passing through a selected survey location between rush hour and non-rush hour periods
- Prioritizes the roads by contributing factors – What is the pedestrian proximity on a potential speed enforcement road/deployment location? For example: schools, bus stops, playgrounds, pools, sidewalks, retirement facilities, crosswalks.
