Man Convicted Of Murder After Shooting At Group In MoCo Parking Garage

Ramone Ramsey was convicted of first-degree murder in connection with the July 2023 incident in Silver Spring, according to prosecutors.

SILVER SPRING, MD — A man was convicted of murder and other charges this week after he opened fire on a group in a Silver Spring parking garage, killing one, according to Montgomery County State's Attorney John McCarthy.

Ramone Ramsay, 32, was found guilty Wednesday of first-degree murder, two counts of attempted first-degree murder and several firearms violations in connection with the July 2023 incident, McCarthy said in a statement Thursday. He faces a maximum sentence of life in prison without parole.

The charges stem from a shooting that took place on July 8, 2023, around 2:40 a.m. at Public Parking Garage 3 in the 900 block of Silver Spring Avenue.

At the time, police said Ramsay had been kicked out of a nearby nightclub for his behavior inside before he shot at a group of people walking into the parking garage. Kymani Bailey, 21, died in the shooting. Two women were injured in the shooting.

"The defendant was thrown out of the bar. He went from the bar to his car, grabbed a gun, drove back toward the establishment he had been thrown out of," Montgomery County State’s Attorney John McCarthy said during a news conference Thursday "He had no contact whatsoever with the two young women that he shot at nor the young man that he killed... until he opened fire at them as they were making their way to their car."

Ramsay was arrested four days after the shooting. He had previously been serving a mandatory prison sentence for a prior conviction involving drug and firearm possession. He was sentenced to nine years in 2015 but received a compassionate release in 2020 due to the COVID-19 pandemic.

Ramsay is scheduled to be sentenced on April 28.
