Charter Review Commission To Present Findings To Baltimore County

The commission will make recommendations, which must be approved by the council, then put on the ballot before taking effect.

From County Council of Baltimore Co.: Tom Quirk, (D, 1), Chairman of the Baltimore County Council, announced that the Council will accept the report and recommendations of the Baltimore County Charter Review Commission at the Council's 6 p.m. Legislative Meeting tonight. The Commission was appointed by the County Council and County Executive pursuant to a 2016 Charter amendment that requires a periodic review of the County Charter.

"Nine months ago, the Council and Executive appointed a group of 11 persons and charged them with
the task of reviewing the County Charter for only the fourth time since its adoption 60 years ago", said Quirk.

“This group of experts, which included some of the most prominent members of the Baltimore County Bar,
labored long and hard to generate the report that is presented to us tonight. We congratulate Chairman Ted
Venetoulis and all the Commission members, and we thank them for their service'.

"I want to thank Mr. Venetoulis and all the volunteer members of the Commission for their hard work
over the past year,” said County Executive Kevin Kamenetz. “I look forward to working with the Council to
review the recommendations.”

“I am honored to have been asked to chair this Commission”, said Ted Venetoulis, former Baltimore
County Executive. “We agreed at the outset that we would perform our task in the most thorough, transparent, and inclusive fashion possible. We held public hearings and solicited and received comments and recommendations from every segment of our society, and our entire work product is a matter of public record for future reference. Our recommendations are designed to modernize the charter and to improve the operations of Baltimore County government”.

The Council and the Executive will review the Commission's recommendations. Any proposed
changes will need to be passed via legislation by the Council, and then be placed on the 2018 ballot before
County voters.
