Phelps and Johnson, who is two weeks younger than he is, have been dating on and off for at least seven years, according to E!
They were together when she was crowned Miss California in 2010. They broke up in late 2011 after she moved to Baltimore to be with him and while he was ”tied up with swimming,” she saw more opportunities for her career in Los Angeles, the Miss California USA executive director told the New York Post at the time.
She went on to work in marketing, and is currently the sales communications director for YP (yellow pages online), according to her LinkedIn profile.
While their relationship has been on and off over the years, it has been “super on” since Phelps got out of rehabilitation following his DUI arrest last fall, TMZ reported.

Phelps subsequently spent 45 days at a treatment center in Arizona, ESPN reported. He was sentenced in December to one year in jail, with all of it suspended, plus 18 months of probation. Phelps was also suspended by USA Swimming until April 6.
Earlier this month on a trip to Germany—where he was promoting his new swim line “MP”—Phelps announced that he would return to competition April 15.
