Accident on Rt 27 at intersection of Old Manchester/Randomhouse

Bad accident 10:14, April 27, 2013, at Old Manchester/Random House Dr. and RT 27 of an auto and a motorcycle. This is an intersection which I feel is incorrectly marked in that the right lane coming out of Westminster on rt 27 should be marked right turn only, not "Lane ends beyond light". Motor cyclist taken to hospital, driver of auto sustained no visible injuries, but will be transported to the hospital for observation according to an eye witness.

Many drivers use the right lane to "jump ahead" of traffic which has been waiting to go through the intersection when the light turns green. This is dangerous to all who might be legally making a right turn from Old Manchester Road or someone attempting to make a left turn "even with caution" from Rt 27 onto Old Manchester Rd. My question is, can we get the state roads to make this a safer intersection by simply changing the road sign to right hand turn lane only for the outgoing right lane from Westmnster?
