So, in United States presidential elections, the electoral college is used to ensure that small states are not crowded out by large states. Makes sense, but why isn't it used in individual state elections? For instance in Maryland it seems that urban areas such as Baltimore City, Montgomery & PG Counties seem to dictate the outcome of any election. In the 2010 gubernatorial election, out of 24 counties, only 5 voted democrat. The other 19 went republican. Is this fair?
