Tom Devilbiss of the Carroll County Department of Planning is holding a discussion on the history of how surface and ground water occur and the county's effort to protect and manage the resource. The discussion is a part of the Box Lunch Talk series held the second Tuesday of each month on topics relating to local history. Participants are encouraged to bring a lunch.
