Pregnant Woman Among 4 Killed In Carroll County Crash, Names Released
Authorities have identified the four people killed in a Westminster crash; they included a woman who was pregnant and her passengers.

WESTMINSTER, MD — Authorities have identified the four people killed in a crash on Route 31 in Carroll County Tuesday afternoon, and they include a pregnant woman and her passengers, along with the driver who struck her car. The collisions were reportedly caused by a speeding driver going more than 100 miles per hour; the accident shut down the highway for nearly seven hours.
The Carroll County Sheriff's Office says three vehicles were involved in the accident near Route 31/New Windsor Road at Old New Windsor Pike. One vehicle going more than 100 mph drew the attention of a deputy who was on the way to an unrelated call shortly after 2 p.m., the sheriff's office reported. The deputy, whose radar clocked the vehicle's triple-digit speed near Route 31 at Medford Road, turned around to try to catch up to the driver, but when he when caught up to the vehicle it had slammed head-on into another car and fully engulfed in flames, officials said.
On Wednesday, the sheriff's office said a 2011 Infinity G37 driven by Joshua Paul Summers, 30, of Baltimore and formerly from New Windsor, caused the fatal crash. Summers was also known to use the name Joshua Paul Devine, which was then name used on his most current MVA documents, police say.

Investigator's say Summers' vehicle was speeding eastbound on Route 31 and had passed another eastbound vehicle when Summers' car clipped a 1998 Infinity Q45 that was westbound, driven by James Johnson, 70, of New Windsor. Johnson's vehicle went into an embankment, causing minor damage. Neither Johnson nor his passenger, Lyndsay Stauffer, 31, of Westminster, were injured, officials said.
Summers lost control of his Infiniti and collided head-on with a 2000 Mercury Cougar driven by Brittany Ellen Livesay, 19, of Union Bridge. Livesay, whom authorities said was pregnant, and her two passengers, were all killed in the crash.

The other victims killed were Kirk Douglas Callis Jr., 20, of Hampstead, and Breanna Marie Evans, 19, of Union Bridge.
The Carroll County Sheriff’s Office Crash Reconstruction Unit is continuing the investigation. Anyone who saw Summers' on the road before the fatal crash is asked to contact the Sheriff’s Office at 410-386-5900.
