Sheriff: Eldersburg Man Wanted for Failing to Re-Register As Sex-Offender

The Carroll County Sheriff's office has the following announcement.

Carroll County law enforcement officials said they are looking for William Douglas Haines, a self-employed tattoo artist in Sykesville who they said has failed to notify the Maryland Sex Offender Registry of an address change.

Haines, 30, was convicted of a third-degree statutory sex offense in 2007, sheriff officials said. He was required to notify the sex offender registry as of Aug. 9, officials said.

He may be operating the following vehicles, according to a release:

  • 1999 White Ford Explorer with Pennsylvania registration HYS 1411
  • 1998 Green Ford Ranger with Pennsylvania registration YZJ0654

He is also wanted in Virginia on theft-related charges, Carroll County Sheriff officials said.

He is 5’8’’, 163 pounds and has green eyes and brown hair and his last known address was 1133 Liberty Road in Eldersburg, officials said.
