Children at risk include students who do not enter school ready to learn, students in middle school who are truant and at great risk of dropping ouin high school, children at risk of entering the child welfare and juvenile justice systems, and children with severe developmental, behavioral or mental health issues.
The Montgomery County Collaboration Council for Children, Youth and Families' mission is to improve the well-being of these children and youth and their families through collaborative partnerships. The governing Board of the Council includes representatives of public child-serving agencies and private citizens, funded by private foundations, individual donations, the State of Maryland's Office for Children, and Montgomery County government.

Staff from the Collaboration Council will talk about those conditions that lead to children being vulnerable and some of the programs that help build strengths that bring positive growth for children and youth and their families. These include Excel Beyond the Bell ; One Dream Academy; professional development opportunities for youth workers; linking youth to diversion options, through the targeted intervention and prevention program (TIPP); Local Care Teams and the Pathway to Services and Family Navigation assistance.
