The two towns started out equal. They had similar folks living in them, their home prices were the same, their taxes were the same. Many considered them part of the same community.

Then, one day, the folks in Boxborough, the smaller of the towns, realized they had to solve a local problem. Because their town was more rural and they had less housing, they were seeing a steep decline in enrollment in their lone elementary school....
