The results were based on factors like high school graduation rates, postsecondary employment, and annual income.
Massachusetts' success can be attributed to a "bipartisan commitment to education reform," according to Reid Wilson of the Washington Post. He pointed to the state's 1993 school reform bill.
Education Week's report gave Massachusetts an "A-" and a score of 91.4. Here are the top five states:

- New Jersey, 88.2
- New Hampshire, 88
- Connecticut, 87.5
- Minnesota, 87.3
