3 Warrant Articles Rejected, Withdrawn At Andover Town Meeting

The articles regarded restrictions on paved paths, and there was extensive discussion on the proposed Haggetts Pond Rail Trail project.

ANDOVER, MA — More than 1,000 residents showed up at a Special Town Meeting on Monday to weigh in on placing restrictions on the creation of paved and unpaved paths. All three articles and amendments to them were either disapproved by Town Meeting or withdrawn by the petitioners, according to the Town of Andover.

The Town Meeting was due to a resident petition filed with the Town Clerk's Office in January.

The first article on the warrant sought to amend zoning bylaws to prohibit the creation of paved pathways in areas within 50 feet of Haggetts Pond or Fish Brook. Town Meeting rejected an amendment to the article and the article itself.

The other two amendments also related to restricting the creation of paved pathways were withdrawn.

There was extensive discussion on the Haggetts Pond Rail Trail Project, as the petitioners' articles sought to curtail or halt the project.

The project seeks to create 8-foot-wide paved paths spanning 1.2 miles from Haggetts Pond Road to High Plain Road. The proposed trail would be the first ADA-accessible trail in Andover.
