TAUNTON, MA — State Police on Friday said they arrested a Rhode Island man in Taunton and seized heroin, cocaine, and an AR-15 rifle.Jason Rutter, 35, of Portsmouth, was charged with:<ul><li>Two counts of drug possession</li><li>Possession of a large-capacity firearm</li><li>Possession of a firearm without identification</li></ul>Police said troopers came across Rutter Friday at about 4:30 p.m. on Route 140 southbound.
