According to a proposal from CLE Engineering, Inc., the goal of the project is to "explore various conceptual long-term alternatives that will continue to support current on-site access and address the severe erosion and primary dune loss that has occurred at the Sandy Neck Public Beach."

The project goals state that the alternatives should be sustainable for at least 50 years, economically viable, permissible under current environmental regulations and supports current parking capacity and public usage.
