"The purpose of that leave is to provide any trooper who shoots a suspect time to focus on his or her personal wellness after a potentially traumatic incident," State Police said in a statement.
Brown-Madison will be arraigned once he's released from the hospital, but to avoid any conflicts of interest, the Plymouth County District Attorney’s Office has referred the case to the Essex County and Cape and Islands District Attorney's offices. The Cape and Islands office will investigate the shooting to determine whether the use of potentially lethal force was justified, while Essex County prosecutes Brown-Madison.
