On February 28, 1799, the Massachusetts Great and General Court ( the Massachusetts House and Senate) adopted the 'Incorporation Act" that separated the Second Parish from Woburn and created the new Town of Burlington . This separation movement had been on going since 1730, when Woburn allowed the Northwest section of their town to separate and become the Second Parish of Woburn.

General John Walker, Timothy Winn and Lieut. Joseph Winn, notable Town leaders, were instrumental in pushing for incorporation in 1799. All the men had ancestors that founded the Town of Woburn in 1642 and served the Parish and Town in many capacities. John Walker was the Towns' First Town Clerk, Joseph Winn one of the First Selectmen. and Timothy Winn an early Assessor.

The General John Walker House, ca. 1780, today stands proudly facing the Town Common. "The Hens and Chickens" Tavern ca. 1734 is located on the corner of Winn St. and Wyman St. Also known as the John Winn House, it is the site of the First Home, ca. 1640, built in this area
