Chelmsford Man Arrested After Traffic Altercation
Stephen Poulin of 30 Porter Road, Chelmsford, was arraigned in Lowell District Court yesterday morning.

A Chelmsford man was arraigned Monday morning in Lowell District Court after he was involved in a two-car accident and allegedly backed over the driver of the other car afterward.
Police said Stephen Poulin, 42, was driving a Toyota pick-up truck when he was stopped in the left lane on Billerica Road to turn left onto Mill Road. He originally told police a Kia Soul was in the lane next to him, also turning left to head toward Elizabeth Road.
Poulin told police the driver of the Soul, David Kampner, cut him off as the light turned green to turn left and the two cars collided. Police said there was only minor damage to the vehicles.

Poulin originally told that after the accident, Kampner left his car screaming and running toward his truck, and Poulin drove off because he feared for his safety.
However, Kampner told police he was in front of Poulin's vehicle, not to the right of it, and he did not cut off the truck when the light turned green. After the vehicles collided, Kampner said he left his truck calmly to exchange paperwork with Poulin.

Kampner told police that when he left his car, Poulin backed up and drove toward him, knocking him onto the ground as he turned onto Elizabeth Drive. Police said Kampner had abrasians on his right knee and both elbows as a result.
Poulin told police he had seen Kampner falling in his rearview mirror as he drove away, but didn't think he had hit Kampner with his truck.
Later Poulin told police Kampner did not charge at his Toyota yelling after the accident, but only after he backed up.
Poulin was charged with assault and battery with dangerous weapon, a motor vehicle, and operating a motor vehicle without a license. He was released on personal recognizance and is due back in court in July.
