New Hampshire Man Arrested on Fourth OUI Charge

Chelmsford Police Department officers made several arrests in recent days. Below are those arrests, which do not indicate a conviction.
Tuesday, July 9
- Paul M. Coutinho, 18, of 27 Magnolia Ave., Billerica, was arrested and charged with assault and battery. He was also charged with disturbing a public school.
- Nelson Rodriguez Jr., 20, of 3 River Place, Lowell, was arrested and charged with shoplifting by asportation of merchandise.
- Joseph C. Guilmette, 43, of 27 Cambridge Street, Chelmsford, was arrested and charged with domestic assault and battery.
- Trevor F. Harrison, 20, of 13 Marina Road, Chelmsford, was arrested and charged with operating under the influence of liquor, operating a motor vehicle recklessly to endanger, and failure to stay in marked lanes.
- Tammy J. Oliver, 44, of 28 Quigley Ave., Chelmsford, was arrested and charged with operating a motor vehicle under the influence of liquor, operating a motor vehicle recklessly to endanger, and failure to yield at an intersection.
- James R. Cooper, 57, of 3 Isabella Drive, Londonderry, N.H., was arrested with operating a motor vehicle under the influence of alcohol, fourth offense, and operating a motor vehicle on a revoked license.
- Palak H. Patel, 30, of 21 Katherine Drive, Lowell, was arrested and charged with larceny of property greater than $250.
