Question: Why are Heart Pond and Freeman Lake not "residents only?"
Answer: According to town officials, Heart Pond was purchased by the town using Community Preservation Act money, and therefore must be kept open to the general public.

The beach area at is considered a portion of
"The deed for the gift of the land to the Town of Chelmsford as well as its status as a public park provide access to the general public. This is similar to the access to the land on the town common," said Town Manager Paul Cohen.
