Concord Police Report Details SWAT Standoff at Emerson Hospital Helicopter Landing Pad

A SWAT standoff at Emerson Hospital Friday ended peacefully.

Timothy Cullinane, 59, of Pepperell, was arrested and charged with a host of crimes after police said he became distraught at the hospital, ran to the helicopter landing pad, pulled out a knife, and threatened to harm himself and police officers.

The Northeastern Massachusetts Law Enforcement Council (NEMLEC) SWAT Team and other law enforcement agencies swarmed to the scene. A NEMLEC negotiator and Concord Police Sgt. Christopher Troian talked with the man, who surrendered peacefully after about two hours. He went back to the hospital for a psychiatric evaluation and then arraigned. He was held without bail pending a court hearing April 21.

Below are excerpts from the Concord police log detailing the incident. The initial report was made at 8:24 a.m.

• Emerson Security called requesting assistance with a male party who has made ... statements and is refusing treatment at this time. Male is described as a 45-50 yo male with grey hair wearing a baseball hat an olive drab jacket and jeans last seen near the Emerson Hospital valet. IP’s sister is on scene with security and advised he has had firearms registered to him in the past and reportedly had turned them in to Pepperell PD where he resides. Cars 2 and 8 dispatched.
• Car 4 reports the IP is in the woodline behind the hospital and will be attempting to make contact.
• Car 4 reports male subject threatening to kill himself and others with a knife. Car 4 requesting assistance from other units at this time and start NEMLEC SWAT.
• Car 4 reporting (officers) stationed at the helipad, M9 on Rt 2 by the bridge for visual, and (other officers) are staged at the ER.
• Car 4 requesting Maynard PD unit with less lethal weapon dispatched to the scene.
• Maynard unit is en route at this time.
• Maynard and MSP advises they have units en route.
• Maynard units on scene at this time.
• K9 reports she has been activated by NEMLEC at this time.
• Car 4 requesting an ambulance stage at the Emerson Hospital ER at this time. E4 and A2 dispatched.
• C3 directing E4 to stage at Old Marlboro Rd until further notice.
• C3 reporting Emerson ER and Helipad is shut down and to divert any medicals to other area hospitals. Surrounding cities and towns notified.
• Dist. 14 advised to notify surrounding cities and towns of Emerson ER being shut down.
• Car 4 requesting A1 respond to the helipad at this time.
• A1 reporting patient on board with CPD as well, off at Emerson ER at this time.
• C3 advises Emerson ER is open for business at this time.
