Drunk Driver with Open Container Caught After Hit-and-Run in Concord, Cops Say

Concord police said they arrested a drunk driver last week after he hit a vehicle on Commonwealth Avenue then fled the scene.

Victor Koukin, 51, of Kendrick St., Newton, was charged with OUI, leaving the scene of a crash, negligent driving, and having an open container in a vehicle.

Police said on Thursday at about 2:30 p.m., they received a 911 call saying Koukin hit a vehicle and fled the scene. An officer was dispatched to the scene and caught up with Koukin, according to the arrest report.
