FALMOUTH WIND TURBINES ANOTHER FLINT , MICHIGAN

Politicians, Attorneys, News Media, Massachusetts Clean Energy Center have always been aware of two distinct types of wind turbine noise.

The Federal Bureau of Investigation said on Tuesday it was joining a criminal investigation of lead-contaminated drinking water in Flint, Michigan. The U.S. Environmental Protection Agency and state agencies ignored the public saftey for money.

Falmouth, Massachusetts installed wind turbines that are louder than the World Health Organization allows. Massachusetts state and local officials always knew the turbines were too loud causing health and property takings.

Massachusetts officials can no longer ignore the public health issues in Falmouth

In 2005 the Massachusetts Technology Collaborative did a wind turbine study for Mattapoisett, Marion and Rochester called the “Tri-Town ORR Preliminary Site Analysis.”

The study material clearly describes two distinct types of noise. “Regulatory” & “Human Annoyance.”

At the time prior to 2005 the Massachusetts Technology Collaborative today known as the Massachusetts Clean Energy Center warned the residents of Mattapoisett, Marion and Rochester of the two distinct types of noise. The state agency was aware of the noise issues prior to 2005 five years before Falmouth Wind 1 was installed.

No commercial wind turbines were built in Mattapoisett, Marion and Rochester due to residential concerns over the two types of noise.

The Mass Clean Energy Center dropped all plans to install commercial turbines in these towns and moved on to the unsuspecting Town of Falmouth citizens.

The Massachusetts Clean Energy Center intentionally dropped the reference to the two distinct types of noise for the Falmouth Wind 1 preliminary studies. Again “Regulatory” noise measured in decibels and “Annoyance” aka infra-sound gone after the failure to site turbines in Mattapoisett.

Massachusetts politicians, attorneys and the Massachusetts Clean Energy Center are aware the noise warnings of the two distinct types of noise were dropped to install Falmouth Wind 1 because of residential concerns in Mattapoisett.

The Massachusetts Clean Energy Center was stuck with two Vestas V 82 commercial megawatt turbines they couldn’t sell.

The MassCEC state agency was tasked with achieving 2000 megawatts of commercial wind power by the year 2020. The state agency omitted the noise warnings in order to sell the turbines and get the commercial wind turbine program off the ground in Massachusetts. The start of a catastrophic chain of health events.

The poor placement of commercial wind turbines in Falmouth led to the poor placement of commercial wind turbines in twenty one other communities. A massive mistake causing health problems resulting from sleep disorders and illegal property takings.

The Massachusetts Clean Energy Center had warned Mattapoisett residents about two distinct types of noise because of federal wind studies done in 1985 and then dropped the warnings in order to sell the megawatt turbine to the Town of Falmouth.

The MTC and MassCEC was aware of the NASA study done between 1985 and 1987 done by the US Department of Energy for Boone, North Carolina wind turbines. The study was done because nearby residents were “annoyed” by the low-frequency, acoustic impulses propagated into the structures in which the complainants lived.

The contract number is DE-AC02-83CH-10093.

Doctor Neil Kelley, Principal Scientist of the Wind Energy Section determined the “annoyance” was the “infra sound” from the turbines.

The “annoyance” was described as an intermittent “thumping” sound accompanied by vibrations as described also by Falmouth residents.

A “feeling” or “presence” was described, felt rather than heard, accompanied by sensations of uneasiness and personal disturbance as described also by Falmouth residents.

The “sounds” were louder and more annoying inside the affected homes as described also by Falmouth residents

These same noise issues were reported in Boone North Carolina after the installation of wind turbines prior to 1985. These symptoms have been known for over 30 years

Noise

A. Regulatory compliance: Massachusetts state regulations do not allow a rise of 10 dB or greater above background levels at a property boundary (Massachusetts Air Pollution Control Regulations, Regulation 310 CMR 7.10).

B. Human annoyance: Aside from Massachusetts regulations, residences must also be taken into consideration. Any eventual turbine would be sited such that it would be inaudible or minimally audible at the nearest residences.

The bottom line here folks is embarrassed state officials made a horrendous mistake placing megawatt turbines far too close to residential homes.

Our state officials along with a misled news media have made the choice to let the Massachusetts court system make all the decisions in the cover up.

The Massachusetts Clean Energy Center has given Falmouth 1.8 million dollars in part to help pay the town litigation fees. A method to prolong the truth using the court system to stall the truth !

The 1.8 million dollars is taxpayer money.

Taxpayers are paying over and over again all the while our representitives are aware of the noise issue and refuse to face the fact they made a horrendous mistake worse than the “Big Dig .”
