The state agency bought two Vestas V-82 type 1.65 megawatt turbines with 5.2 million dollars of taxpayer funds. The agency was facing total political embarrassment as the turbines for 5 years were costing over $ 3300.00 a month in storage fees. They couldn’t sell the turbines even at an auction. The agency was tasked with an agenda of 2000 megawatts of commercial wind power by the year 2020.
The agency was desperate willing to do anything or say anything to get rid of the two unwanted turbines. The agency is full of 6 figure jobs that had to have justification.

Prior to the Falmouth wind turbine studies the agency had boiler plate studies that had a noise warning about two distinct types of noise.The two distinct types of noise are : First: Regulatory the state 10 decibel law and Second: “Human Annoyance.” Today ten years later “Human Annoyance” is known as infra-sound or low frequency sound.
In preparing the Falmouth wind study all references to “Human Annoyance” were dropped from any and all wind studies. For the next ten years state officials played “ Mickey the Dunce “ saying there was no proof of infra-sound or low frequency sound. The only problem is the Massachusetts Clean Energy Center was the first one to write about two distinct types of noise in 2004. Who is fooling who ?
Falmouth is ground zero for poorly placed wind turbines in the United States. The poor placement of megawatt turbines through studies done by the Massachusetts Clean Energy Center has caused major issues across the Commonwealth.
The priority was to get rid of the turbines and in order to do that safety had to take the back seat. The game plan was to avoid any type of public safety mechanisms for residential property owners.
To convince Falmouth officials to go along and buy the unwanted wind turbine a gift of one million dollars to the Town of Falmouth. This was a bribe. Recently the MassCEC forked over another 1.8 million more in taxpayer funds to pay the Town of Falmouth litigation costs. More taxpayer funds !
The procedures in favor of commercial wind in Falmouth were well rehearsed and morally wrong .Politicians have made it fashionable to claim that investing in wind makes economic sense while taking the health and property rights of its citizens with no compensation.
Finally, after 5 years, someone listened and now the Massachusetts Clean Energy Center is requiring 2000 foot setbacks to property lines and admits it made mistakes in the Falmouth noise test and the turbines were sited “Ad Hoc.”
Folks have had to abandon their homes in order to stop the headaches, tinnitus, vertigo, sleep deprivation and nausea are not whistling Dixie, pal; they are sick, their kids are sick and they had to leave their life’s dream and home.
The Town of Falmouth was aware of the warning letter from Vestas wind company prior to construction that the turbines generate twice the specifiied noise.
The town hid the letter for 5 years.
The town originally avoided the Special Permit 240-166 because it would have required more studies and notifications and they knew as did everyone else building the turbine it was too loud.
There are those in Falmouth that believe the town acted in good faith avoiding the Special Permit 240-166.
There is more litigation filed against the town.
In the future any large judgement is going to be paid by the taxpayers.
The taxpayers are going to want criminal and civil action taken against those who misled the public.
In addition the MassCEC hired the Consensus Building Institute (CBI) for almost $400,000.00 of taxpayer funds.The purpose was the Falmouth Wind Turbine Option Analysis Process (WTOP) to engage in an open, transparent negotiations with the wind turbine victims.
The Consensus Building Institute (CBI) never got the Vestas wind warning letter , April 2005 Falmouth Site Screening Report and who knows what else. Information was withheld ! How could anyone think there was any act of good faith ?
Don’t drink the Green Kool- Aid.
Below is the original warning letter from Vestas wind company and the unposted hidden April 2005 study that said the town needed a Special Permit.
Knowing these facts the MassCEC and Town of Falmouth did not act in good faith.
The question is when will these people be held civilly and criminally responsible for what they have done.
Why is the news media letting these people get away with this ?
