# 1---The Town of Falmouth has been aware of a noise letter warning from Vestas Wind Company prior to the installation of Falmouth Wind 1. The town was warned the turbine generated 110 decibels almost twice the specified noise. The letter was withheld from the process


# 2----The Town of Falmouth has long been aware the September 12, 2012 WTOP-CBI video of that meeting that included the six million dollar question over Falmouth Wind II and the ARRA stimulus funds were a grant or a loan remains “lost.” The video was never shown on Falmouth CATV and the public remains unaware there is a video missing.


# 3----The Town of Falmouth failed to post or make avaible the April 19, 2005 Community Wind Sceening Report. “Section 6.2.2” :“ A Special Use Permit is required for construction and operation of windmills in the Town of Falmouth. “


# 4----The Town of Falmouth and the Massachusetts Clean Energy Center are both generally aware noise testing mistakes were made prior to the installation of Falmouth Wind. In 2013 the Massachusetts Clean Energy Center pulled a CYA and admitted the mistakes. Three years too late for the wind victims but they got the turbine off their books !


# 5 -- The Massachusetts Clean Energy Center was the previous owner of Falmouth Wind 1 which could not be sold at auction. The MassCEC gave Falmouth one million dollars to take the embarrassing turbine off their hands.


# 6-- The Massachusetts Clean Energy Center had to delete the reference to “human annoyance” found in all previous studies. In particular because they failed to site a wind turbine in Mattapoisett because of the reference to “human annoyance.” Today besides Massachusetts regulatory noise we know “human annyonce” is the reference to infra sound or low frequency sound. ( The MassCEC was aware of the Boone, North Carolina. Federal Government Wind Noise Study 1987. Human annoyance is low frequency/ infra sound )


# 7-- The Massachusetts Clean Energy Center paid the Town of Falmouth recently 1.8 million in part to pay the litigation fees of the town against the victims. The MassCEC is in the process of trying to bankrupt the wind turbine victims in court and using taxpayer funds to defeat the victims at any cost. The MassCEC is not paying the fees of the wind victims.


# 8--- The Massachusets Clean Energy Center has admitted the Falmouth Wind 1 turbine was installed “Ad Hoc. “


# 9 -- In 2004 Vestas employee Eric Sloth presented a power point presentation that the Vestas noise models were wrong.


# 10-- Vestas CEO Ditlev Engel 2011 : “At this point you may have asked yourself why it is that Vestas does not just make changes to the wind turbines so that they produce less noise? The simple answer is that at the moment it is not technically possible to do so, and it requires time and resources because presently we are at the forefront of what is technically possible for our large wind turbines, and they are the most efficient of all.”


Sumation : The Town of Falmouth has created a group of second class citizens known as the wind turbine victims. The Town of Falmouth took their health and property rights. The Massachusetts Constitution does not allow the creation of second class citizens. A secong class citizen is a person who is systematically disciminated against within the Town of Falmouth , despite their nominal status as a citizen or legal resident there.


The negative information about the wind turbines has been “ lost “ “ misplaced “ ” not posted “ “withheld “ ommisions and obfuscations are the theme of the day when it comes to information. There is an “agenda.”


The entire project fits a dangerous pattern of civil and criminal deception. They say they didn’t have to get a Special Permit because they knew they couldn’t get one!


The civil rights of up to 200 families have been taken. The health and property rights and now taxpayers funds spent on the WTOP-CBI program.

2001/2002 Falmouth Energy Committee formed - conduct comprehensive energy inventory for town
April 2002 Board of Selectmen vote to join International Council on Local Environmental Initiatives and Cities for Climate Protection Programs
Sept. 2002 Energy Inventory for town completed by Energy Committee
Spring 2003 Energy Committee requested anemometer at WWTF to measure wind speeds to determine feasibility of site for a wind turbine
May 2004 Anemometer installed at WWTF by UMASS Amherst Wind Energy Center
Feb. 2004 Energy Committee sent Wind Survey to 29 neighborss of WWTF. At this time, one turbine was anticipated to be approximately 1500 feet from any residence and approximately 240 feet to highest tip of blade. Of the 7 responses received, 2 were in favor, 1 was somewhat in favor, 1 was opposed and 3 needed more information. The highest concern was noise, the next seemed to be birds, then property values.
