Falmouth and Massachusetts Officials Installed Commercial Wind Turbines To Close To Residential Homes Knowing The Federal Study Done In 1985 Showed “ The annoyance was real and not imagined”

Folks , Massachusetts Officials Knew in 1979 The Damage From Commercial Wind Turbines. They knew the turbines produce two distinct types of noise : Regulatory noise measured in decibels and infra sound measured as low frequency.

Falmouth, State And Federal Officials Two Types Of Wind Turbine Noise 1979

1979 -- 3 kilometers equal about 2 miles

“First complaints received from a dozen families within a 3km radius of turbine. Much to everyone’s surprise, complaints were made by some residents (see dots on image for location). The annoyance was described as an intermittent “thumping” sound accompanied by vibrations. .. A “feeling” or “presence” was described, felt rather than heard, accompanied by sensations of uneasiness and personal disturbance. .. The “sounds” were louder and more annoying inside the affected homes. .. Some rattling of loose objects occurred. In one or two severe situations, structural vibrations were sufficient to cause loose dust to fall from high ceilings, which created an additional nuisance.

Noise

Noise considerations generally take two forms, state regulatory compliance and nuisance levels at nearby residences:

A. ”Regulatory compliance”: Massachusetts state regulations do not allow a rise of 10 dB or greater above background levels at a property boundary (Massachusetts Air Pollution Control Regulations, Regulation 310 CMR 7.10). This sound level is very unlikely to be a reached incase at the sites we examined.

B.”Human annoyance”: Aside from Massachusetts regulations, residences must also be taken into consideration. Any eventual turbine would be sited such that it would be inaudible or minimally audible at the nearest residences. Today known as “ Infra Sound”

It is obviously clear the Town of Falmouth hid a letter dated August 2010 that described the noise issues with the wind turbine.

After noise complaints started coming in following the erection of WIND 1, the first Falmouth turbine at the wastewater treatment facility, Vestas required confirmation that the Town of Falmouth “understands they are fully responsible for the site selection of the turbine and bear all responsibilities to address any mitigation needs of the neighbors.” WIND 2 would not be released to the town for erection until the letter was signed. 2013

The Massachusetts Clean Energy Center admitted in a memo to the Town of Falmouth on April 2, 2013 several weeks before a town election to take down the wind turbines they extrapolated known Wind I noise results.

They fudged the tests prior to installation.

The town never told the residents about the memo.

“Falmouth Wind 1 was one of the earliest municipally-owned megawatt scale wind turbines installed in Massachusetts. Even though the original MTC-commissioned feasibility study for Falmouth over-estimated the likely acoustic impact, that study did not include a detailed acoustic analysis based upon sampling of ambient acoustic conditions”
