The citizens of Falmouth are victims of an orchestrated omission. A lie of omission is a method of deception and duplicity that uses the technique of simply remaining silent.


The general population of the Town of Falmouth was denied the noise warning of two distinct types of noise from wind turbines. The wind turbine primary tests for the Falmouth wind turbines.

This is a simple fact. Wind turbines generate two distinct types of noise.The first is regulatory noise measured in decibels and regulated by state laws. The second is human annoyance today called infra sound or low frequency noise.


The following information will show you that the Massachusetts Technology Collaborative today known as the Massachusetts Clean Energy Center and everyone involved with building two Falmouth town owned Vestas V 82 wind turbines in the 1.65 megawatt class of wind turbines was well aware to two distinct types of noise.

The information is simple and shows how reports were written especially with the intent to deceive and give a false impression.


Prior to the wind studies in Falmouth an attempt was made to build wind turbines in Mattapoisett. The wind studies in Mattapoisett made reference to the two distinct types of noise. Over neighbors concerns over the two distinct types of noise: regulatory and human annoyance the turbines were never built.


Mattapoisett study 2004 :

A. ”Regulatory compliance”: Massachusetts state regulations do not allow a rise of 10 dB or greater above background levels at a property boundary (Massachusetts Air Pollution Control Regulations, Regulation 310 CMR 7.10).

B.”Human annoyance”: Aside from Massachusetts regulations, residences must also be taken into consideration. Any eventual turbine would be sited such that it would be inaudible or minimally audible at the nearest residences. Human annoyance today is known as infra sound.


The state agencies who owned the Vestas V 82 wind turbines dropped the reference to human annoyance in the Falmouth wind study because they were stuck with two politically embarrassing wind turbines. They couldn’t sell the turbines even at an auction.


The news media, editors and owners are all very well aware of the omissions and lies but continue to follow the state agenda of a war on fossil fuels taking the health and property rights of victims around the turbines.


Why would the Massachusetts Clean Energy Center warn about two types of noise in the first place ?


In 1987 the U.S. Department of Energy, Contract No. DE-AC02-83CH1 0093 conducted a study by N.D. Kelley.


The study electronically simulated three interior environments resulting from low-frequency acoustical loads from both individual turbines and groups of upwind and downwind turbines. The study was called “A Proposed Metric for Assessing the Potential of Community Annoyance from Wind Turbine Low-Frequency Noise Emissions”


The MassCEC was aware of infra sound, human annoyance or low frequency noise back in 1987 and did indeed warn the Mattapoisett residents about the types of noise and then went on to drop the warning in Falmouth.


The public needs answers. Why did the Massachusetts Clean Energy Center warn the Mattapoisett residents about two distinct types of noise and then drop the warning for the Falmouth studies ?

It’s obvious the MassCEC couldn’t sell the turbines at auction to anyone. The had to drop the warning of the two types of noise and bribe Falmouth officials with one million dollars to take the Falmouth Wind 1 turbine off their books


Regulatory noise ; We know the Town of Falmouth for 5 years hid a noise warning letter from Vestas wind company warning the turbine was twice as loud as specifications. The town also hid a memo in April of 2013 from the Massachusetts Clean Energy Center that the noise study for Falmouth Wind 1 was flawed prior to installation. This was also several weeks before a vote to take down the turbines.


On May 15, 2015 the Massachusetts Department of Environmental Protection notified the Town of Falmouth the turbines are out of noise compliance .


Human annoyance, infra sound. low frequency : The 1987 US Department of Energy study about infra sound confirms infra sound from turbines. The Massachusetts Clean Energy Center, Mattapoisett wind study reference to two distinct types of noise. The state agency admits two distinct types of noise in the Mattapoisett study !


Noise Control Engineering, LLC (NCE) in 2015 was retained by an attorney to evaluate the acoustic impact at a home in East Falmouth, Massachusetts. The collection of infrasonic sound pressure levels within the inside of the residence were confirmed. The study found that the wind turbine(s) produce acoustic emissions which are “acoustically trespassing” Again proving what the MassCEC stated in the 2004 Mattapoisett noise study


Folks , They Lied to You. Omissions have become lies.

The Falmouth wind turbuines are a bunco scheme of enormous consequence. Citizens who value intellectual honesty should not quietly be fleeced by such mendacity, even from their government officials.

Citizens need to step up to the plate and start asking their representatives what thay knew and when they knew it !
